Primary: CIO, head of IT finance and the CFO's office. Secondary: IT leadership and budget owners, financial planning and analysis, corporate accounting, portfolio and demand management, procurement and vendor management, FinOps and AI FinOps leads, business unit leaders receiving IT costs, and internal audit.
Shows where IT spend is managed by effort rather than design: owners who cannot explain their budgets, approvals outside limits, AI and business-led spend that no budget sees, costs no one can allocate, forecasts that miss, commitments heading for shortfall, variances that repeat, contracts that renew by default and savings that never reach the budget. The result is a prioritized, evidence-based improvement plan tied to named documents and measurable targets.
IT is one of the largest and least understood cost lines in most organizations. Budgets are often rolled forward from last year, spend is scattered across central IT, business units, projects and corporate cards, costs are classified differently in each report, and overspend is discovered at month-end or year-end when little can be done. Cloud and AI make this harder: usage-based bills change daily, AI is billed through APIs, GPU capacity, seats and SaaS credits that fit no traditional budget line, and consumption commitments can turn into shortfall payments.
This assessment tests whether IT financial management works as one disciplined cycle. It starts with governance: the policy, accountable budget owners, enforced approval limits, the budget calendar, a governance forum that records its decisions and trained budget owners. It then tests how investment is planned and funded. The cost model domain tests one cost taxonomy, capital and operating rules, including AI development and consumption arrangements, reconciled data, cost pools, service and unit costs, AI service costs and business-led technology spend. Further domains test how the budget is prepared, challenged and approved, including AI lines built from cost drivers; how actuals, commitments, forecasts and variances are managed, including cloud and AI feeds and commitment exposure; how costs are shown or charged to business units; and how supplier, contract and license spend is reviewed and savings validated. The final domain covers financial measures, executive reporting, spend-to-value, benchmarking, management review, improvement and controls on AI-assisted financial analysis.
Cloud cost practices are assessed in depth in the IT FinOps and Cloud Financial Management Maturity Assessment and AI cost practices in the AI Spend Management Maturity Assessment; this model covers how their costs, forecasts and commitments enter the IT budget.
Each question is scored on three dimensions: Documented, Implemented and Effective. This exposes patterns such as a cost model nobody uses, forecasts that depend on one analyst, or a budget that is always approved but never compared with what was spent.
Each domain is a group of related questions, scored on its own and rolled up into your overall result.
