What you will gain

Shows where technology spend lacks an owner, where data cannot be trusted, where AI and data platform spend escape FinOps, where forecasts miss, where optimization and commitment savings are left on the table, and where automation acts without limits. Moves FinOps from after-the-fact reporting to cost-aware strategy, engineering and automation.

About this assessment

Technology spend is decided by thousands of engineering, product and purchasing choices every day, long before finance sees an invoice. Cloud is no longer the whole picture: SaaS, data cloud platforms, data centers and AI now compete for the same budget, AI spend often bypasses the cloud bill entirely, and AI agents and automation platforms increasingly buy commitments and delete resources on their own.

This assessment follows the practice in the order it is built. It starts with the charter, policy, sponsorship and decision rights, the FinOps voice in executive strategy, ownership, scope across technology categories, alignment with IT financial management and asset management, and tooling. It tests whether cost data is complete and trustworthy, including data quality, AI spend sources, data platforms and on-premises costs, and whether every dollar reaches an owner. It looks at estimates, forecasts, budgets, variance reviews and accounting treatment, then at usage optimization, workload placement and rate optimization including AI capacity commitments. It finishes with unit economics, KPIs, AI cost allocation, carbon and verified savings, and with the culture and automation that make cost-aware decisions routine, including limits on autonomous FinOps actions.

Token, model routing, caching, GPU and agent-loop optimization are covered in depth by the separate AI Spend Management Maturity Assessment; this model covers how AI spend joins the FinOps practice.

Each question is scored on three dimensions: Documented, Implemented and Effective. This exposes practices that exist on paper but are not followed, work that depends on one experienced person, and practices that run but are never measured.

KPIs to track

Measures that show whether the improvements hold.

KPI
Allocated Spend: share of technology spend allocated to a named owner, including shared, data platform, on-premises and AI costs. Target: 95%.
Forecast Accuracy: absolute monthly forecast variance at organization level on an amortized basis. Target: within 5%.
Commitment Utilization: utilization of purchased commitments, including AI capacity. Target: 95% (AI capacity 85%).
Verified Savings: share of reported savings verified in billing data. Target: 100%.
AI Spend Visibility: share of known AI spend present in the FinOps cost dataset. Target: 100%.

Works best with

Practices this assessment relies on. Assessing them too gives a fuller picture.

IT Budget Management and IT Financial Management: own the technology budget and cost model; FinOps supplies forecasts, allocation and unit costs and uses the infrastructure cost pools.
IT Asset Management and Software Asset Management: own license entitlements and hardware records; FinOps uses them for licensing optimization and SaaS reclaim.
Procurement and Vendor Management: own provider, SaaS and marketplace contracts; FinOps sizes commitments and tracks drawdown.
AI Spend Management: covers token, model routing, caching, GPU and agent-loop optimization in depth; this model covers how AI spend joins the FinOps practice.
Enterprise Architecture and Technology Governance: set reference patterns and cloud policy that cost-aware design and placement build on.
Recommended: Run the AI Spend Management assessment alongside this one where AI spend is material.
