Shows where measurement is disconnected from strategy, where data cannot be trusted, where dashboards go unread, and where reviews produce no action. Gives the CIO a path to trusted numbers and reviews that change results.
IT performance management connects strategy to results through measurement. Many IT organizations report dozens of KPIs that nobody trusts or acts on: definitions differ between teams, data is copied by hand, dashboards go unread, and monthly reviews end without decisions.
This assessment follows the measurement chain in the order it has to be built. It starts with the mandate: a policy, an engaged sponsor, and KPIs linked to strategy. It checks whether KPIs are cataloged, balanced, baselined, and actionable, and whether they cascade to teams with clear owners. It then tests whether KPI data has agreed meaning, one trusted source, traceable calculations, and automated, monitored collection. It looks at whether each audience gets a clear, self-service dashboard with alerts, whether reviews run on a reliable cadence and follow through on actions, and whether performance insight drives improvement, benchmarking, and prediction.
Each question is scored on three dimensions: Documented, Implemented, and Effective. This exposes practices that exist on paper but not in daily work, work that is done but never written down, and practices that run but are never measured. The result is a prioritized path to numbers people trust and reviews that change results.
Each domain is a group of related questions, scored on its own and rolled up into your overall result.
